AI and Technology in the 2024 DNC Platform

Building on the discussions from my previous article analyzing the Republican platform’s stance on Crypto and AI, the Democratic National Committee (DNC) 2024 platform presents a distinctly contrasting vision for AI development and regulation. 

In terms of scope and depth, the 2024 DNC platform comes in at a comprehensive 41,000+ words, while the 2024 RNC platform is a relatively succinct 5,000+ words. This difference in length reflects the broader contrast in how each party addresses critical issues, particularly AI and technology. The DNC platform provides extensive detail on AI development, emphasizing safety, ethics, and public welfare. In contrast, the RNC platform offers a more concise approach, linking AI development directly to the protection of free speech. Regarding China, the DNC platform describes a multifaceted strategy focused on “de-risking” rather than decoupling from the Chinese economy, aiming to restrict China’s access to advanced technologies while maintaining cooperation on global issues like climate change. The RNC platform, by contrast, advocates for a more aggressive stance, proposing measures such as revoking China’s Most Favored Nation status and phasing out imports of essential goods.

AI Safety and Ethical Standards

The DNC platform calls for establishing high AI safety and security standards, including creating an AI Bill of Rights. This bill would address critical issues such as discrimination, bias, and fairness in AI-driven decision-making, especially in sensitive areas like justice and healthcare. The platform also highlights the importance of privacy protection, advancing equity and civil rights, and promoting competitive markets through rigorous regulation.

To further bolster AI safety, Democrats advocate expanding the AI Safety Institute at NIST, which would set stringent standards for testing AI models before their public release. This focus on ethical AI development reflects a broader commitment to safeguarding public interests, even if it entails additional regulatory burdens on companies, potentially increasing costs and extending development timelines. 

While protecting public interests is crucial, we must be cautious not to create an environment that stifles progress or discourages developing and sharing cutting-edge AI technologies. The U.S. private sector has been instrumental in driving the most advanced AI models, and in maintaining our competitive edge globally, especially against countries like China, we need to ensure that our regulatory framework supports rather than hinders innovation. It’s a delicate balance that’s essential for maintaining U.S. leadership in AI development.

AI Talent and Workforce Considerations

The Democratic platform supports the “AI Talent Surge,” a federal initiative to attract AI professionals to government roles. This initiative seeks to enhance the government’s capacity to manage AI technologies responsibly, potentially leading to competition for AI talent between the public and private sectors. The platform underscores the importance of worker involvement in AI implementation, ensuring fair distribution of economic gains from AI technologies and giving workers a voice in shaping AI’s impact on their industries.

Here’s an idea: let’s tie this immigration reform and devise a system to attract and retain highly skilled immigrants more effectively. Research shows that immigrant inventors contribute disproportionately to innovation, directly producing over 23% of patents despite making up only 16% of inventors. However, the current system is bureaucratic, slow, and often deters talent. Simplifying visa processes, eliminating country-specific quotas, and creating clear, objective criteria for skilled immigrants would help the U.S. compete globally for top talent. This reform is crucial for maintaining America’s edge in innovation and economic growth, especially in critical fields like AI and technology.

Broader Technology and Innovation Policies

Beyond AI, the DNC platform addresses broader technology and innovation concerns. It advocates for strengthening antitrust laws to prevent monopolistic practices, particularly in the tech sector, and enhancing data privacy protections to hold technology companies accountable for potential harms. The Democrats also propose reforming Section 230 to address harmful content online, signaling a commitment to consumer rights and accountability. The challenge is to guard against regulatory overreach. How do we ensure we prevent beneficial mergers that could lead to new advancements and efficiencies?

The 2024 DNC platform also emphasizes the need to “de-risk” and diversify global supply chains, mainly to reduce reliance on China for critical technologies. This strategic shift towards economic resilience aims to balance innovation with national security and consumer protection. While these measures may lead to disruptions in existing supply chains and increased costs for companies, they aim to promote a more stable and secure technological landscape in the long term.

Cryptocurrency and Blockchain

The 2024 DNC platform does not mention cryptocurrency or blockchain technology. The stark contrast between the Republican stance on cryptocurrency and the DNC’s silence on the issue is concerning, especially given the growing importance of crypto among young voters in battleground states. While Republicans aim to end the “crypto crackdown” and oppose CBDCs, the DNC’s platform offers no guidance on these emerging technologies. This lack of a clear position could potentially alienate a slice of voters increasingly making cryptocurrency a top-of-mind political issue, particularly in crucial swing states where the youth vote could be decisive.
